92 SL power issues

My 92 SL has some issues, one is that I have a slowly deteriorating electrical system. A year ago I had to spice a wire from the ignition to a headlight.
This year the blower (new blower fan) has not been blowing as hard as it used to. It seems that it puts out about half of what it did when new. I was wondering if it was the switch wearing out and not supplying enough current/voltage and then the next (below) issue just occured.
The wiper fluid motor doesn't pump. When I run a couple wires off the battery to the motor it pumps fine. When I put a Volt meter on the wires it reads 9 to 10 volts. But won't squirt when I pull the lever running though the car electrical system.
Is there a Voltage regulator someplace on the vehicle that could be going bad? Or could something be grounded?
Also the alternator is only 9 months old.
It only has 300,000+ miles on it.
