Ignition synchronizer 03 Sable

Where is the part located,the Ign Sync, on the motor or internal. I have a constant ChERP. I thought it may be the Serpentine belt but dealer says no . Ign Sync ! This must be a big prob becuse I hear it in all them sables!!!
