intermittent wiper problem

intermittent wipers not functioning. low and high work fine. i can hear the relay clicking when the switch is set to intermittent, but the wipers don't move. also when set to wash or when pulled down to wipe, the wipers don't move, but i still hear the click.
thoughts?
