EGR Vacume Solenoid Question

I took off the cowl this weekend and decided to check out the EGR vacume solenoid as a meens of repairing my hesitation problem. This time I found a part that has actually failed. (No Code) According to the info I have read on Alldata and the Ford Service manual. With the valve disconnected from power you should blow lightly through the tube and no air should pass. If you connect 12 volts to it and try to blow air through it it should pass air. I have tried. With power disconnected it passes air very slow. With 12 volts connected both from the connector or a constant 12 volt power supply I get little to no difference. My question. Has anyone ever tested one of these? Should the solenoid be restricted? Or should air move freely with no restriction with battery voltage attached? Thanks

Just found a little more info on the egr solenoid thought Id pass it on. A quick test unplug the power to the vacume regulator. use a vacume gauge and check if vacume is making it to the egr. If it is its passing air and moving the egr to early. Mine is doing that. I have almost 2 in of hg at idle. It actually makes the engine a little rough at idle. Something others with an idle problem might consider. It says the filter can get clogged on top of the evr so I took it apart. It wasnt dirty but there is some problem. Well just an update. I replaced the EGR vacume solenoid. It did solve a little roughness in the idle. (The valve was leaking by alittle) It did not however solve the hesitation problem. I removed the egr Looked inside the passage. It had already been cleaned when I did the intake manifold gaskets. Checked the egr to make sure when the diagphram was pulled in it passed air and it did the diagphram also held no leaks. So Im now at a loss.
