03 Impala LS ABS/Traction Off ligt stays on.

My ABS and Traction off lights on the control panel stays on all the time now. I read the manual and it says to get my breaks serviced. Why do these lights stay on, and what needs to be serviced?

And on the control panel it says to have the traction system needs severiced. What needs to be done with that?

Please help me for I am an idiot when it comes to cars.

Usually those lights are caused by bad hubs, but not always. Check that the brake fluid is full first. Do you have any other symptoms, like noise when braking, or pulling to one side, or anything else?
I'll explain briefly how the ABS and traction control systems work:
The ABS and the traction control system use a sensor in each wheel hub to sense that wheel's speed. By comparing the speed of each wheel, the ABS knows when and how to release the brakes to prevent skidding. The traction control uses the same information to prevent wheelspin on slick roads.
When any one wheel speed sensor goes bad and starts sending bad info to the BCM (the cars computer brain), it shuts off the ABS and traction control systems entirely.
The wiring to the sensors is a common problem area, especially the front wheels. If you crawl under the car, you will see a wire bundle going to an electrical connector plugged into the back of the wheel hub. This will be the only wiring going out to the wheel. The connectors are known to corrode, also, so unplug it and check the contacts.
Sometimes, when the hubs start to wear out, debris will collect inside the hub in the sensor and destroy it. There are two ways to check for a bad hub. First, you can jack the car up one wheel at a time. Grab the wheel on the top and bottom, and shake it, pulling towards and away from the car. If it moves at all, you have a bad hub. This method is not foolproof, but it works sometimes.
The second method is to go to a dealer or a mechanic who has a Tech II scan tool. It can read from the BCM which hub is bad. A normal Autozone scanner cannot read the hub codes.
A hub is not very hard to replace, and any decent mechanic could do it. It would just be a matter of finding which one is bad.

I called the dealer and It's going to cost me $100 dollars just to have them do the computer scan. Is that the going rate, or can it be done a little cheaper.

If you can find a mechanic with a Tech II, it'll be cheaper, but since a Tech II costs over $5000, I doubt many mechanics have them.
$100 sounds a little high, but the dealer here wanted about $75, so maybe where you live that's normal. I'm in AL. I'd try a different dealer, sometimes they are way different when it comes to charging for scans. Also, maybe they'll do it free if you agree to get the repair done there.
Personally, I'd pay for the scan and get someone else to change the hub if that is the problem. You'll save money in the long run. You may also be able to buy the part cheaper yourself online (try gmpartsdirect.com). I'll get you the part number when you find out what the problem is.
Also, (again) be certain your brake fluid is full. There is a brake fluid level sensor, and if it's a little low, the BCM will turn off the ABS and traction control systems. This caused me many :banghead: until I figured it out.

Toped off the break fluid by the ABS/Traction off light still stay on. No other symtoms.

I picked up some other ideas on related threads on this site:

Check air pressure in all the tires to make sure they are all the same; then reset the tire pressure monitor.

If this doesn't work, you can try to gauge resistence on the individual hub sensors.

Sounds like a wheelspeed sensor that either has a loose wire or has failed.

Your owners manual has the tire pressure monitor reset procedure. Do not reset it without first making sure all the tires are properly inflated. When you reset it, it "learns" the current tire pressure and assumes that they are at the correct pressure.
The tire presssure monitor system will not cause ABS/Traction control lights to turn on.
Everything points to a bad wheel hub or speed sensor wiring harness.
