Stearing not locking, With a no start

I have a 2000 Impala with a replaced ignition and replaced switch box. My problem is the stearing does not lock. I have a all go on dash, but it will not turn over. What is in the colium preventing this to lock? A lot of help needed quick.:screwy: Thank David
