I have also an 1999 Windstar. It also clunks when shifting from "Park", but only when I am parked on a fairly severe slope. Mine does it because my parking brake is not locking the back wheels properly, (Have ordered new rear parking brake cables) and the weight of the van is locking the transmission park pawl when the vehicles weight, rolling either forward or backwards, after placing the van in "Park"
