The brake pressure switch is located on the bottom of the brake master cylinder.
It is easy to find, as it has electrical wires going to it.
If it is even slightly damp with brake fluid, it would be a good idea to REPLACE it.

There have been a few, not many, posts about this switch causing an engine compartment fire.

The switch fails by leaking brake fluid into the electrical contacts, and on out where you can see it.
FORD has issued a recall on some vehicles for this switch, but not on the Windstar as of this posting.

One common symptom is no cruise control, as this swich is used to disengage the cruise control when the brake pedal is pushed.

The replacement switch can be purchased at your FORD dealership's parts department, and is cheap, and super easy to replace.
I have pictures of the replacement process posted in my pictures.
In my case, I did not need to add any brake fluid, but bought it just in case.

Here is the filter for my '96 Windstar.
One end uses a clip, the other requires the special tool to slip up inside the chrome clip.
I always had to fiddle with this to get the tool to slide up inside......wiggle the chrome connector and push it back and forth on the filter as much as you can.....

I don't know if this was changed in the 1999 year and newer or not.

Also, it is best to release the pressure from the fuel system FIRST.
You can do this at the pressure check point in the middle of the front fuel rail.
Even with the pressure released, you can get a lot of gasoline draining out, but at least it won't be under pressure.
