ACC / Lighter plug

I have a 2001 impala 3.8 . I was using my portable air compressor in the front acc. plug when it just stopped working, I replaced the 10a fuse but it still did not work. The back plug does not work either.
In the fuse box on the driver side, there is a section covered by a black box . The back of the fuse cover says there are 2 items under it one is called the ‘head lamp relay’ and the other is called ‘Retained Accsry Pwr Brkr 30A’ .
Could this be the problem? If so, how do you remove the black box to get to it? Is it the center screw that has to come out?
I saw a similar post referencing this box on a note posted on 8/31/05 by Monster Impala (lighter died) but there was no reply on if it was the problem.
