Hello, Our 2000 Windstar SEL will not start. We bought a new starter, had it tested (tested good) put it on, still will not start. Connections are clean and ok. Any suggestions? We were thinking possibly the relay or the neutral safety switch (not sure where that is).
Thank for you any help

Starter interrupt relay perhaps.
If you do a bit of searching, you may find my earlier comments on installing a (permanent) jumper ... I highly recommend.

Glad it worked for you.
A couple of spare relays of "both" sizes are a comfort to have on board. .... and, of course, the starter control jumper being in place is a major comfort. (There are actually 4 different sizes of replaceable relays on your model.)
As time passes, you may also have to replace the PCM power relay, ... the wiper relays, ....the fuel pump relay, .... the ac clutch relay , ... the (etc, etc). I've replaced perhaps two dozen relays on my 200k+ mile '99. I've probably replaced some that didn't need it ... just knee-jerk!

Where exactly are these relays?. Under the hood or under the dash. Good to know for long trips out of country!!!!

On '99 and later, there's a large group in a plastic covered fuse/relay box near the battery. There is a second box inside the cabin, near the driver's left foot.
It's not the clearest info you've ever read, but you will find info in the owner's glovebox manual in the "roadside emergency" section.

Have you tried to jump it off with another car. You may just have a bad battery mine did the same thing awhile back everything worked ok until I turned the switch and nothing. That may be your only problem.. Other than that you could also have a bad relay..
