2000 Windstar Engine Miss

OK, I have an interesting problem. I have a 2000 Windstar, 117k miles it has developed a miss on cylinder #2. I have done all of the usual fixes, new plugs, wires, coil pack, clean intake, EGR & injectors, etc. Still has a miss and getting worse. :banghead:

I swapped injectors, no change, no broken valve spring, good compression on cylender. :banghead:

I have now started to check the electrical system and noticed that the voltage to the #2 injector is approx 5.8V, it is 13V on the rest. I checked wires to the PCM harness they show no breaks or shorts. The only thing that I can think of is that the PCM is bad, but it makes no sense that it would fail in this manner. Does anyone have any suggestions or other things to check.
