99 windstar won't start

99 windstar will not start. A jump from another car will not start it, but if I put my battery charger on it at 200 amps it starts right up and runs fine. The starter solenoid clicks that goes to the auto start, but nothing else happens when it does not start. Replaced it but still same problem. Replaced battery, had start/charging system tested and a drop test done on the battery and everything came back good. But that was when it was starting. Check engine light is NOT on or come on.
