'95 Saturn Cruise Control

This is follow-up to an earlier thread of installing a recycled cruise control module and switch on a " plain Jane" '95 Saturn SL SOHC.
I brought the car to a Saturn dealership to have the PCM flashed and was informed that the PCM already had cruise control programmed in it like all '95 Saturns however since the car did not have power windows or door locks, cruise control would not work. They tested the switch and module to be good but the PCM would not recognize it because of the above reason.:banghead:
I did not see that point of power door windows or door locks as a basic requirement in previous threads or comments prior to this little project.
Is there a PCM out there that will work? Apparently there is no way that the current PCM can be programmed? I do understand I have a 1995 SOHC and that limits the PCMS from later years due to the OBD II system or PCMS from DOHC.
Also to add that I was not charged by the Saturn dealership to run the test and the near hour they took to go through do it and figure out why this car would not cooperate.
Any tech comments would be appreciated.
