Cruise control not working & Airbag 32 light

I've got two items I am troubleshooting. First my cruise control doesn't work and second the airbag light has recently began to come on flashing the code 32. Could these issues be interconnected (clockspring)? The cruise control went out well before the AirBag light began to come on.

I've searched the forum high and low on these issues, and have found some valuable info. I'm hoping ya'll can help me think this thru a little further.

On the cruise control issue, I have checked/replaced the following:
1. Checked the switches everything checked out with the exception of the off switch could this cause the cruise control light to not come on?
2. Replaced brake pressure sensor (it was leaking).
3. Replaced the Vehicle Speed Sensor (VSS) had some shifting issues that have since gone away. Not a difficult task, but a time consuming task took me 5 hours.
4. Question: How can the cruise control servo be tested?

On the Air Bag issue, from reading on the forum this appears to be a driver side air bag problem. Some postings on this forum suggest the clockspring could be the culprit.

I suspect the clockspring may be the problem for both the airbag light and the cruise control, because both have circuitry that go thru the clockspring. Is my thinking correct? Although if this were the case, my cc switch testing wouldn't have worked.

Lastly, if someone out there has the directions for replacing the clockspring and doesn't mind sharing them i'd appreciate. I don't have a shop manual merely the Chilton's. I've never replaced this part before and don't want to screw anything up. In an effort to find out more, i've removed the airbag (don't worry I disabled the airbag before removing) and gotten to the point of pulling off the steering wheel. Are than any gotchas I should be aware of after pulling the steering wheel?

Am I on the right path here?

One last question, Chilton recommends replacing the steering wheel bolt after it has been removed, does anyone know why? Does it really matter?

Any suggestions would be appreciated.

Code #32 = Driver's airbag circuit resistance high.

The year is 98.
How can one test for code #32 of high resistance? Another thread on the forum suggests that it is the clockspring. Is that a correct line of thinking?
