99 windstar dash lights

I have a 99 windstar with 66K miles. I recently had the instrument cluster replaced at the dealer. Following the cluster repair, the dealer advised that the battery was bad. Stopped at AutoZone on the way home and replaced the battery. When I reconnected the battery, fuse 9 and fuse 16 blew. I was very frustrated at not having made it home from the dealership without having a problem. Dealer towed it in and looked at the car found fuse 9 but did not find fuse 16. Dealer advised that the front electronic module was bad. I replaced the FEM June 2005 so I took the car home and found a post on the internet that led me to fuse 16. Dealer was also concerned about a third party wiring harness for an aftermarket cd player so I removed the harness and reinstalled the stock radio. During the instrument cluster repair dealer removed the remnants of an aftermarket remote starter that I did not know existed.
The car starts and runs good but the dash lights, console lights, back lights on radio remain on and will not turn off. The roll switch on the dash appears to operate correctly. It will turn on the dome lights and dim the odometer display. The odometer is the only light that will dim or get brighter with the roll switch. All the other lights mentioned remain on at the same level regardless of the position of the roll switch the headlight switch or the ignition switch.
Mechanic at the dealer has been scratching his head for two days now. I have seen one other post on Cartrackers about this problem but no solution.
Help! Anyone please.

Update
The Ford dealer determined that the newly installed cluster was bad. Replaced the cluster again now good as new.
