fan switch not working on setting 1 and 2

on 00 impala..i thought it was bad switch so i bid on ebay and won it so replace it whole new same thing not working on setting 1 and 2 ,work fine on 3,4 and 5. i wonder what cause it...hope u can help thank you

It's quite a common problem. It is a resistor in the blower motor. An easy and cheap fix if you know how to solder. Do a search for more info.
