ABS Activates for no reason when breaking

This has probably been covered but I can't seem to find it. Not using the right search term I guess so if it has been covered pointing to the right thread or search term would be great.
On my 2001 Windstar the anti lock brakes kick in during normal braking on dry pavement. The braking is fine and normal until the speed is around 10mph or less and then the anti lock kicks in.
This happens on and off. Sometimes it will happen for days in a row, sometimes it will happen every couple of days and sometimes it won't happen at all for 3-4 weeks.
When it does happen the ABS light will go on and I can brake normally but most of the time it takes 30-40 minutes for this to happen.
Just trying to get an idea of what might be wrong and what it might cost so I am not at a totally lost if I take it into a shop (I'm not very mechanical so I don't expect to be able to do it myself).
