What Is It?

ok im a novice at repairs, and i am just stumped, i cant find a solution to this anywhere, here are the problems with my 93 sable.
red flashing led light behind fusebox, seems to be flashing constantly.
engine gets hot to the point where its running in the red, no apparent reason, i have full fluids. when it runs in the red, i havent given it a chance to kill on me yet. and also the fan doesnt blow hot air at all, the air is always cold. now im not sure if they could all be related to some electrical problem or something so i posted em all at once, any knowledge would be greatly appreciated.
PS the check engine light has not come on at all, not even blinked on.

Heating Problem
Check cooling fan comes on
May also be bad thermostat - blocks flow of coolant
Could be blocked Radiator.
Don't know about the flashing LED
