where is the starter realy located? the manual I have mentions that it could be one of the reasons the van wont start but doesnt have a clear picture of where to locate it.

On the Windstar, it's more properly known as a starter solenoid, and is attached to the starter itself.
On my 2000 Windstar LX 3.8, the starter is on the front of the engine block, near the bottom. With the hood open, if I look at the hood latch mechanism - and then go back about 6 inches, and down about 18 inches, I can see the starter.
Another hint: Follow the largest positive cable from the battery. It's attached to the starter solenoid.
