96 front wiper fuse 18 short

could a bad wire in the turn signal control lever cause a short in the wiper wires? i've pulled the relays and no good. should i try to disconnect the wiper pump and wiper motor? there was a post about a wire harness in the tilt wheel breaking in half.
It had problems with the wipers not returning to standbye postion before it stopped working. Plus it would only work on low/high no delay
