I did this mod to my 03 Silverado using a relay that taps both the feed to both sets of lights and is powered off the fuse panel. Essentially, when you switch to the high beams, the relay is powered from the high beam feed but uses power off the fuse panel to backfeed the low beams. An inline fuse protects the low beams.
It works really well and does not overload the power tap to the lights since you are feeding the low beams off a separate feed when both are on. I bought my kit complete from www.mrtaillight.com off ebay. http://stores.ebay.com/MrTailLight-com_High-Beam-Kits_W0QQcolZ4QQdirZQ2d1QQftidZ2QQtZkm
