Pajero stalling

I have a 2.8 TD 1994 pajero that has started to stall under breaking recently. It does not stall when breaking from a slow speed (under 40 mph) but regularly stalls when slowing from over 45 mph. It always starts up again straight away. Someone has suggested changing the fuel filter but I wondered if anyone had any other thoughts? Many thanks.
