Idle Fluctuation/Stalling

I am currently experiencing an idle problem with my 1995 Saturn SC-2, 1.9 liter 5 speed. When I start the car it will idle down to about 1000 rpms and fluctuate up and down a tenth or two above 1000rpms. Also when i drive it when I come to a stop the idle will dip below 1000 rpms and shudder, want to kill and sometimes it will die or it will take a few seconds to recover back to 1000 rpm's. Any help would be greatly appreciated.

Have you cleaned the throttle body?
Dirt build up can do this. Does the throttle valve stick when moved by hand? (engine off) Just twist it at the throttle cable, even a little sticking indicates dirt. If it's dirty, buy some throttle body cleaner, and with the engine off, spray the body (remove plastic air intake tubing) and clean around. Some use an old toothbrush.
If it's not dirt, I'd suspect the idle air control motor next, but I haven't worked on this yet.
