Headlights will not go off

My headlights stay on after I turn the ignition and lights off. This just started. While driving the high beam dash light is always on and flickers at times. Removing the DRL Relay turns off only the passenger headlight, for now I am removing both headlight fuses. Is there a headlight relay? Any ideas what the problem might be?
