replacing belt

I'm replacing my alternator. Got the new one in and I'm trying to put the belt back on but can't. The tensioner doesn't seem to be working right. Am I doing something wrong? Any suggestions?

what is the tensioner doing turn it clckwise if it dosen't move or has no resistance the tensioner is bad, is the belt routed correctly, proper belt?
