Liftgate power lock

My 1996 Windstar lift gate power lock doesn't work. I can hear a motor or something whirring in there when I press the power lock buttons but the actual lock mechanism doesn't move. I can lock and lock the liftgate with the key though. Any ideas?

Anyone?

Try removing the door panel and checking to see if the actuator bar is connected to latch.
