Seatbelt doesn't work!

Both seatbelts on my Saturn SC2 have quit working. Although they quit around the same time, they didn't stop together, but independent of each other. My problem is that the driver's side trys to work when the door is opened and shut. (and sometimes whenever it wants) I can't locate the fuse for it. I need to see if this is what is running down the battery and also stop this awful noise.
I have heard about some law that says the auto repair will repair it for free but can't find anything specific online for this, either.
Any suggestions will be apprieciated.

you are thinking of Lemon law, it is only for new defective vehicles, rule of thumb is out of service for 30 day within one year of purcase. this case doesn't apply.
the fuse is labeled PREST
the PREST module controls the mouse belts, it is under the E-brake handle, its not uncommon for people to use the E-brake area as a cup holder. then if something slips or spills it all lands on the wiring for the module. the cure - remove the center console, clean up the module, connectior, and wiring. then wrap it in a plastic sandwich bag to keep it clean.
