95 windstar blows fuel pump fuse

I need help trying to fix my van. When it starts it blows the fuse to the fuel pump. The fuel pump works fine. When I replace the burnt 20 amp fuse with a 25 amp one, it works. What is wrong with it? Help me someone, please.

It sounds like the fuel pump is in the process of failing.
The Fuel pump relay.....I think on your '95...would be like my '96.....inside the CCRM (Constant Control Relay Module).
