i had the same thing happen to mine-went to the bone yard and got one-it was bad too---took mine off used some wd40 on the shaft-had to tap it with a rubber hammer a few times. Some how water had leaked past the rubber seal.It saved me about 40+dollars.Now when i drive it i turn on the rear wiper once in a while to keep it from seizing up.I also found out the wiper won't work when the rear hatch is open.the rear panel is held in place by about a dozen plastic "christmas trees". if you bust one, replacements are available at the part store.
hope this helps----good luck

Yes, your output shaft is frozen to the bushing. I fixed two Ford rear wipers by pulling the wiper motor and lubing the shaft. I would also clean up the brushes and comutator (spelling?).
