B18 Swap Not Running Right! Need Help!!!!

Ok its been about a week and i really cant stand it now.
I have an 89 civic with 94 integra B18 engine swap.
When the throttle is at a certain point it chugs badly. At 65MPH and lower it wont stay at an idle speed it is either accelerating or decellerationg. I have changed mutliple sensors like the IAC sensor and nothing has worked. What else could it be?
At 75 MPH and higher it drives fine and i can go one speed.

Might be the distributor. I've had similar issues, and it was the distributor.
Does it accelerate and decelerate fine? It only does it when your trying to stay idle? If so I think it might be a timing issue. Check that also.

yea it accelerates and deaccelerates fine but when i try to just go one speed it baugs down and sputters.

I wouldn't do anything untill I check the timing. My car did the same thing and my timing was off.

is that the engine timing with the cams or the Ignition timing with the dist.

I would check both, but ignition first. If no results, then try the cam timing.
