2000 Windstar Brake lights

All my brake lights are out - right, left, center. I checked the fuses, they seem ok. All other lights seem to work ok. What could be the problem?

The only two things that I know common to all brake lights is fuse #11 (near driver's left foot) and the stop light switch near the brake pedal ... #13480.

A complete guess here but is it possible that they also share a common ground?
