97 Sable not starting -- fuel pump not running

My 97 Sable stopped running last week. I replaced the fuel pump this wkend... still doesn't start. I've checked the fuses, swapped relays. If I spray a little starting fluid in the intake, it will start and run as long as the fumes will allow.

A friend who is a service writer for a GM dealership (formerly with both Dodge and Ford dealerships) suggested the security system or wiring.
I've checked the pump... no noise when key is in the "run" position...

Any suggestions?

Did you use a test light or a meter to check to see if you have power going to the pump?
