'99 Windstar specific diagnostic trouble code

Came up with this code "U3f9a" while using an "engineuity" problem of a buddy of mine. Any ideas out there of what this means?

Only thing I can think of is the scan tool will not read certain codes in the system and is substituting something that is in their own program.

I tired converting from hex to decimal but nothing useful came out of that.
