Cooling Fan Fuse Blowing Constantly

Hi all, i just had my 98 saturn in the shop and we had the coil and the moduale<-? replaced and the mech told me i needed a new cooling fan fuse. So i replaced it and it blew im on the 3rd fuse this week alone???

Any ideas?? Any help would be great...

see how hard the fan is to move by hand. high mechanical resistance can cause excess current draw. other then that, you will need a multimeter to test.
