Idle, rpm, gas problems with a 93 SL-1 Automatic

My girlfriend's Saturn was getting about 27-32 mpg and running fine until she flooded it when it had a little trouble starting. Now it is having some issues.
Currently when you start the vehicle it will start, cough a litle and then rev up to 2-3k rpm, sit there for about 5-10 seconds, and come down to about 1.2-1.5k. Normally it would just start, maybe hit 1.5 (on a cold day) and sit at about 800 rpm.
No problems putting it in reverse and backing out the drive, then placing it in drive it will idle about 1.2k, however, when the car is warm and you try to accelerate quickly it will cough, and sometimes die, but not if you're carefull.
I also have noticed it doesn't slow down nice and will hold whatever speed I'm at. Sometimes accelerating slightly below 50, and decelerating VERY slowly above when the car is in gear and foot is off the gas.
When placing the vehicle in park or neutral, the rpm's will rev up to 2-3k again, sit there for a couple of seconds and die down to 1.2-1.5k. She is also getting about 15-18 mpg now, I assume that has to do with the engine wanting to go/accelerate, etc.
I'm not that automotively inclined, but I'm not a beginner either, I have some experience. She has done the injector cleaning, thinking something got gummed up, no effect. We also tried spraying the air intake, didn't remove it, but we sprayed it pretty good, no effect (not even a little which surprised me). After thinking about it, I don't know if it would be ECTS because the idle doesn't stay up, but then again there must be extra torque.
If anyone can offer some advice we would be very greatfull. If anyone needs more info, please let us know. Thanks in advance.

What Year/Model?
It may be related to the hard starting condition if you never figured out why that happened,
did you try checking the trouble codes, it may have stored something,
if you check and don't find a code, reset the PCM.
The ECTS is a possibility, worth a shot for the ~$10 you'd spend
But here are your most likely problems,
The IAC valve is stuck open (inside the Throttle Body)-Take off the TB-careful with the gasket, and clean both the TB and IAC valve-held in by 2 torx head screws... (search there are posts on this, or repost here)
Air filter or intake tube may be clogged, very possible- Take off the cover and check...:rolleyes:sprayed the air intake with what, starting fluid? :eek7:
Fuel Injection system not working properly-You suspected this and cleaned the injectors...
Emissions system not working properly-includes sensors (ECT, IAT, lots of others), EGR, EECS, O2 sensor, and the PCM
