97 Sable, Trunk Leaks!!!!!

I have a 1997 Sable that I purchased a few years ago and everytime I open the trunk and take the spare out of its well, their is always puddles of water at the bottom of the little well. Their are small rubber gromets at the bottom and they all look as though their in great shape. The problem is that the wooden cover that goes aver the spare time and makes the floor of the truck is starting to rott because in the summer months that little water startes to evaporate and causes it to begin to rott... Any ideas??? I am going to take the gromets out I think and use some silicone to make SURE their sealing.... This is a problem that A LOT of Sables I have I have heard this a lot!!!
