Saturn Cooling Fans

I have a 93 Saturn SC1 and the cooling fan never comes, we ran power to the fan and it works and it is not the sensors since we replaced them. What else could be the problem? Possibly the PCM?? Please Help, my car keeps overheating!

does the fan come on with the A/C or in diagnostic mode?

There is no Air Conditioner in my car, and what do you mean by diagnostic mode?

if the fan comes on in diagnosis mode, the ECT needs replaced
