high beams wont go off ever

I have a 1998 Windstar built in Canada with daytime running lamps, the recall was never done to the best of my knowledge i.e. the drl still work. I got home from work today and my wife tells me that the high beams wont turn off. Key is off, ingnition is off, high beam selector is in low, but the high beams are on. Also the high beam indicator in the dash stays on even with the key out. The indicator light will go off when the low beams are turned on.

Here is what I checked for so far:
- the selector switch in the steering column stem as per Haynes it checks ok
- I unplugged each lamp one at a time to isolate any potential short in the basket. It did not make a difference.

I suspect something is wrong with the drl module. Where is that thing? any other thoughts?

with a little bit of heavy surfing I found our where the drl is located. It behind the left front bumper. That was the problem. Maybe this link will help someone else. It is about the recall, but it has a good description of the location.
