DRL shut off

I was wondering if anybody knows how to turn the daytime running lights back on. There was a recall back around 2000 on the Windstars that were made in Canada to shut off the DRL because they were running to bright for the U.S. standards. I was wondering if anyone knows how they shut them off so I can reverse it to get the insurance reduction!!! The fuse is intact but I know there is a DRL module, but I am not sure where it is. The Haynes manual doesnt show it neither.
