rear wiper now hanging below window

Hello
We have a ford windstar GL '95
During this winter, the rear wiper started acting up
When I tried to use it, it would go to the top and not return
Later on it's own, it would return to the home position
Today, I was manually cleaning the windows, and I saw that the entire wiper is resting on the van body, below the window.
Could you suggest first steps in fixing this?

Try Tightening The Nut That Holds The Wiper Arm On The Back Door. My 2000 Windstar Wipers Front And Back Are Constantly Coming Loose. As Far As Them Acting Crazy A Suggestion From 12 Ounce Was To Replace Relay #203 This Fixed My Problem (assuming That The Relays Are The Same On The 95 As They Are On The 2000)

I think GOT2FORDS probably has it right on the nut securing wiper arm to motor shaft.
If it's not that, I won't be any help....the relays and most of the electrics were changed all around on the '99.
