Steering fluid is leaking out of the right steering arm boot. It was very slow for a few weeks, but now is major leak. I recall reading this could be a blown cylinder seal. Can I fix this myself? Also, I had the transmission relaced about one month ago. Could something have been knocked loose or re-connected incorrectly?

If the leak is as you describe, comming out from inside the boot, the rach assembly must be replaced. You can do it yourself, if you are mechanically inclined and have a good selection of tools.
The shop that worked on the trans did nothing to cause this.

This is a common problem and detailed in TSB 01-5-6, it describes the leak as caused by fluid leaking past the main shaft at the end seals. ModMech is right, it calls for replacement of the entire rack with a redesigned unit. You might go to a dealer and ask for Ford to cover some of the cost for the bad design and mention the TSB.
