Trouble Code P1744

Just pulled code P1744 from my 98 windstar. My wife said the van kind of surged and then shifted rough and the CEL came on. The Chiltons definition is Torque Converter Clutch (tcc) system mechanically stuck in off position. Is this the end of my tranny 130K on it?? I thought about valves or solenoids being bad or stuck but there are seperate trouble codes for them. Is it still possible a bad solenoid could cause this but not report a code? Any information or input would be greatly appreciated.
