Headlight problem '99 SL2

In a '99 SL2 I have a headllight that doesn't work - either low beam or driving light.

I switched bulbs from one side to the other, but the problem stayed with the headlight position and did not move with the bulb.

What could be causing the prolem?

by driving light do you mean the high beam or the fog light?

blinkers/parking light work? high beams/fog light? with the headlights on, do the other bulbs look dim?
