REX is buzzing at me..

ok so i tossed the LS in the CRX and tried to start it but no go, i turn the key to on and a buzzer goes off down by the fuel panel, i turn to start and nothing happens, the lights dim inside the car but there's no juice goin to the starter signal wire, i tested it with a test light
i can jump the starter by putting a jumper on the post and the signal wire and the engine starts, but the engine runs at around 4000RPM as soon as it starts..
i haven't checked to see if she's throwin a code but what could be making it not turn over?

Check the battery and Alternator.

i can jump the starter so there's nothing draining the battery, no shorts cause I left the battery hooked up for a few nights now and it's still fully charged, i think it's something at my fuse panel, i switched a relay that was buzzing with the one from my hatch and it doesn't buzz anymore, it just doesn't crank when i turn the key to the start position.
the grounds are good, hence the starter cranking when i jump it hehe
what could cause the engine to run at such a high idle?
the CRX had a GSR engine in it and there is 3 extra wires to the ecu that i'm guessing was for vtec, are any of the ecu pinouts switched from LS to GSR?
