could be your distributor, or your ECU, also, did you make sure your throttle cable is adjusted right(sounds stupid, but sometimes it the little things).
Ohh yeah, is it throwing any codes

does it throw codes when cars on or off with the key last tick before turing on...cause its not throwing not codes...i turn key last tick beofre on lights up one red and goes off i thinking thats only to show power gowing ecu.....and yes iots not the throttle cable....think it might be the tps on the throttle body?...like soon as i crank car that thing flys right to 3,000 and sets there unless i hit throttle then goes higher....

The car will only throw codes when running or on the key position where all the lights on the cluster come on. If it's not throwing any codes then you should start tinkering around.

Also, check your idle screw. I may be that it somehow moved and wasn't adjusted when everything was put back together. And clean your EACV behind the throttle body. It could also be your TPS. Could be alot things really!

I know if you unplug the one vacuum line that goes onto the nipple right by the throttle body, like where you can rev the motor from, if that line isn't connected then your motor will rev right up.

There should be a vaccum diagram under the hood right side the emission info sticker.

Check the throttle dashpot and see if the line is connected to it. It's a little round thing up above the throttle linkage.

try to see if the idle goes down as it warms up, if not, check your throttle cable to see if it was put on too tight or check for a vacuum line that is not on all the way. 1st try what was posted above mine with the dashpot.
