98 Windstar 3.8 Camshaft Position Sensor Alignment Help

The spousal unit's 98 3.8 blew a head gasket, hydraulic'd the no. 4 cylinder and busted a rod...all in all, a spectacular failure including shrapnel damage to the oil pan, windage tray, and radiator support!) Now, on the rebuild, I'm to the point of installing the cam positin sensor. My Haines manual says that I should position the engine with No 1 @ TDC on the compression stroke (Done). Then, using the Ford special tool, install the sensor housing and shaft assembly so that the arrow on the special tool is 54 degrees clockwise (0 degrees is at the aft end of the motor) from the engine centerline. Well, the local ford store didn't want my hard earned dollars in exchange for their tool (p/n T96T-12200-A), so I ordered one from SPX/OTC Corp, their P/N 6469, which is supposed to be the equiv. of the Ford part. When I install the housing and shaft using the tool, it goes in approx 180 degrees out from the position it was in when I took the motor apart. I verified that I was on TDC (even pulled the timing cover to be sure that the marks on the crankshaft and cam gerars were still aligned). Anyone have any ideas? Any info on how to set this up without the Ford tool (I found a procedure on the web, but it required that I apply voltage to the sensor...I can't do that until it's back in the car, and I would really rather do it on the bench). The only other thing that I can think of is that the 6469 tool is really not the right one for a 98 3.8, but both their catalogue and website say it's the one...
