1998 air conditoner cannot direct air

Hello Everyone,
This forum has been very useful. My windstar has had too many problems. My ongoing one is with the air conditioner. I cannot get the air flow to come ftom the main vents towards me. It comes from the window defogger and the floor but not the ones at chest level. The temperature seems fine but not the path. I listened to a car talkshow and they say that this is the default mode. I have 93,000 miles on it.
What should I look for?

According to my '99 FSM, this is caused by a loss of VACUUM to the actuator motors.

Zero HVAC system vacuum means all the air will be directed to the Defrost and Heat vents for safety (so you cannot lose your defrost/heat functions).

Check all the vacuum hoses and lines under the hood, then under the left dash/footwell area to be sure they are intact. If they all check out good, remove the HVAC control panel and check for vacuum TO the controls, if that is ok, verify that there is vacuum out of the control to the actuator motors.

I have the same problem. I have checked the actuator motor that controls the air vent for AC. I have found that both lines had six inch pounds of vacuum. If I suck on the red line the vent works okay. I need help in understanding why both sides have six inch pounds of vacuum. Does anyone know how many inch pounds of vacuum there should be? Better yet does anyone have a vacuum diagram?
