The Geo Storm is basically an Isuzu Impulse, which had turbo-versions, even in the US.

Purchasing a JDM Gemini (Impulse in the US) motor, which should be fairly cheap, will give you a motor on par with Mitsu's 4G63, and Nissan's SR20DET. It also helps that the Storm/Impulse doesn't weigh any more than a Civic.
