Headlights wont go down

Please help! My husband was doing some repair work on my friends 94 Saturn SC2. He was actually replacing the ignition because the key was stuck in it, and he was messing with the headlights to try to find what was pulling so hard on the battery. Problem is, now they're stuck up and wont go down. Any ideas what he could've done? We've never owned a Saturn. Thanks in advance!
