ringing noise on 1998

hello all
i had just read a post on replacing a drivebelt when it occurred to me that the ringing noise from under the hood ( like from an old fashioned alarm clock ) could be from the belt tensioner. anyone ever come across this problem? i've pulled up beside other windstars in traffic and heard the same sound. any help appreciated.

Yes, a bad tensioner *could* cause that sound, but so ckould a bad idler bearing.
